David joined the Compliance.co.uk Group in October 2006 as a Non-executive Director, to help develop its strategic direction, expand its product base and establish new relationships with larger firms, the regulator and other
professional or industry bodies. This is also an important role in providing a focus for the Group's corporate governance; which involves developing core values and new practices throughout the organisation as it comes together.
David has spent 15 years as a regulator and was one of the team that set up the FSA. He has a high profile in the education and ethics areas and set up a number of industry bodies, such as the Financial Services Skills Council
(FSSC) and the Securities and Investments Institute. He also chairs The Ethics Foundation, 3 British Standards Committees and has a visiting professorship at a London University. He is author of the new British Standard
on Sustainability (BS8900) and works extensively with firms on Principle Based Regulation and Business Ethics.
As FSA’s Head of Training and Competence and Industry Training, David significantly changed training and competence towards a more outcome driven approach, which is now a model for other sections of the Handbook.
As author of the T&C Rules, David can give authoritative advice and interpretations on both the T&C and Principle Based Regulation regimes. David is still working with the FSA and trade associations to develop Training
and Competence further
David lectures in compliance and set up the only MSc in Compliance Management. He is also an examiner and tutor for the International Compliance Diploma. Before entering regulation at the SFA/Stock Exchange he had
5 years teaching in secondary schools and a spell in banking. He was educated at Oxford and Cambridge.
